ISSUES FOR INCLUSION IN UNION BUDGET 2009-2010
SUGGESTIONS / RECOMMENDATIONS
BUDGETARY ALLOCATION :- The present allocation for livestock and fisheries sectors are not sufficient to achieve the 4 percent growth rate in agriculture sector. Although the livestock and fisheries sectors contribute 4.41 and 1.04 percent respectively of the total GDP, the allocation for these sectors in various five year plans is very meager and in the eleventh five year plan it is only at the level of 0.13 and 0.08 percent. Hence, in order to achieve the required growth rate in agricultural sector, the allocation for the livestock and fisheries sectors should be atleast 1.0 percent of the total outlay as these sectors are the primary growth engines of the agriculture sector.
POLICIES OF FREE TRADE IN AGRICULTURE :
Modern scientific management practices for producing the qualitative livestock produce as per the HACCP standards
Development of infrastructures like modern abattoir, storage and processing plants especially for livestock and fishery products which has the substantial contribution to the export earnings of India.
Establishment of Quality Control Laboratory.
There should be a Separate Budget for Agriculture for the following reasons.
Creating thrust in the growth rate of primary sector competing with secondary and tertiary sectors.
To overcome the future threat for self sustenance of food and also for the poverty alleviation.
More allocation, better monitoring and effective implementation for the each and every sub-sectors of agriculture.
ECONOMIC EQUITY BETWEEN FARMERS AND OTHER ORGANIZED SECTOR
Strengthening the Co-operatives for the livestock and fishery sector in order to overcome the middlemen intervention to compete with the organized sector and to safeguard the interest of the small and marginal farmers.
Establishment of Price fixation Committee for all the Agriculture, livestock and fishery products to safeguard the interests of both the producers and consumers and making the agriculture as the profitable enterprise.
PREVENTING RURAL YOUTHS FORM MIGRATION TO URBAN AREAS : Creating awareness about the importance of agriculture, conducting vocational training on scientific management practices.
Making ease for the availability of credit facilities for agricultural enterprises.
Trying to make out the agriculture especially livestock, fisheries and horticulture sectors more remunerative.
