The government announced a five per cent increase in the dearness allowance for the central government employees and pensioners, with effect from July this year, entailing an outgo of about Rs 4,355 crore for full year. IE 100909

Average salary of central govt employee is Rs 2,40,000 per annum and he is protected form price rises. Average incomes per annum of those affected by drought are:

| The disparities in comes between agri dependant and salary earners is stark, raging between 1:10 in the case of agri labourer and 1:8 in the case of small land holder and these people are not protected from the downturn in their incomes on account of drought. |
COMMENTS: DA for central staff By: laxmi | Thursday , 10 Sep '09 Why pamper the central govt employees? Are they really deserve it when our farmers are commiting suicide. Pampering the government employees and retired babus is nothing but vote bank politics. When the govt's revenue is less from various taxes, there is no justificatin for this DA hike. Govt claims that inflation is down, then why pay higher DA? Only recently, the pay commission report was implemented.

They are also the citizens of India. A message should go to central gov. from union side to donate one DA increase to farmers of drought area. Such type of action will create respect of central govt. employees.

While drought is stalking the country and farmers are suffering and some of them committing suicides, Central govt employees rejoice over 5% DA hike. In the year of severe drought, every section should contribute to ameliorate the lot of farmers. This amount of Rs 4,355 crore could have been more usefully utlised to retain interest subsidy to farmers at 3% and give input subsidy for farmers instead of giving to already well fed and overly paid government babus. There should be a freeze on salaries and perks and reduction in expenditure by one year. Ministers saying that they can not travel by economy class in these days of distress is ridiculous. Let them meet the extra cost from their pocket. Whither inclusive growth! |

The farmers whose crops have been damaged by more than 50 per cent would be eligible for supply of inputs on subsidy wherever the crop was not insured. In addition, they would be entitled for rescheduling of crop loans secured from banks repayable in three annual instalments. |
A contingency plan for Rs 417 crore is prepared by the agriculture department for taking up alternative crops such as red gram. The horticulture department has formulated a contingency plan for Rs 142 crore for raising vegetables, rejuvenation of sweet lime crop and supply of seeds. The Animal Husbandry Department has supplied about 27,000 quintals of fodder seed for cultivation of fodder and setting up of cattle camps with a total outlay of Rs 350 crore. BL 100909 |

| As on 29th Aug 09, food article index continued its rise and stood at rising 14.8 per cent in WPI Index. It doubled from 7.4% during comparative period last year. Remember that farmers also are consumers. |

K.R.S.Reddy September 10, 2009: Nothing can offset fall in farm growth in real terms. Food is first priority. Growth elsewhere cannot provide food for us. How does industry recovery help rural masses? It is better to think and plan sectorally than averaging the growth of all sectors which gives false picture and covers up the plight of rural masses constituting 70% of the population. Due weight should be given to percentage of population depending on each sector to arrive at real Human GDP Index. |
