The Prime Minister's announcement of inclusive growth which indicates economic equity for 600 million farmers is a laudable decision.
Key reforms to be included in the Budget to achieve 4% Agri growth.

1. To liberate agriculture sector from controls - ECA - Exim Policy - Commodity Trading. |

2. Reforming Institutions - FCI - Fertilizer subsidy - PDS. |
|
3. Empower farmers through Planning & implementation through Panchayat Raj. |

4. To initiate suitable measures on the following issues :- |

The enhanced bank credit (2004-09) from Rs. 80,000 crores to Rs.2,40,000 crores has resulted in reduction of small farmers beneficiaries from 267 lakhs to 186 lakhs! |

Rs.1,40,000 crores crop losses (Rs.7,00,000 crores total production) are occurring due to pests! Efforts are not made to control- Why? |
c. |
Rs.1,60,000 crores fertilizer subsidy is not reaching to 60% tenant, tribal and small farmers - How to make it accessible to all ? |

How to attract Private Sector (Resourceful - Managerial and Market Capability) in agriculture and rural development? |
