4% Agriculture growth has eluded solution by India as well as international experts for 2 decades. Successive Governments initiated programs by allocating billions to provide comfort to 600 million small farmers, without increasing productivity or reducing poverty, malnutrition, unemployment or extremism.

Sri. Pranab Mukherjee, India's Finance Minster, requested for suggestions from farmers to achieve a 'Quantum Jump' in productivity during his interaction on 1st June, 2009 during pre-budget discussions.

| CIFA suggested liberalization process/removing controls on Agricultural production/ value addition/marketing as key aspects, in addition to, reforms in financial sector/policies/taxes/farmers empowerment. Details enclosed (available on the website: ). |
| CIFA is of the view that continuation of controls and restrictions, including fertilizer industry, arbitrary decisions curtailing commodity trading, monopolized Govt, procurements are the impediments for the sustained agriculture growth.
